Review, Approval and Confirmation of Budget and Settlement approval

What are budget and settlement?

It's the size of purse that can be spent for administration of Seongbuk-gu District for a year.
A budget plan is submitted by the district mayor to the district council for review, approval and confirmation. A settlement plan is submitted by the district mayor after the approved budget has been spent for review by the council to check if it has spent appropriately according to the report on tax revenue and expenditure accounts.

Budget Plan Processing Procedure

  • Drafting and submission of budget plan (district mayor)
    • The plan must be submitted to the council, at the latest, 40 days before the start of a fiscal year.
  • Preliminary review (standing committees)
  • Comprehensive review (Budget & Settlement Special Committee)
    • Adjustment of preliminary review results from the tasked standing committees
  • Vote on the review (plenary session)
    • The plan must be approved, at the latest, 10 days before the start of a fiscal year.
    • The approved budget plan must be sent to the district mayor within 3 days.
  • Confirmation

Settlement Procedure

  • Approval request (district mayor)
    • The district mayor must draft a settlement plan within 80 days of the closing of budget account.
    • Approval of the settlement plan is requested to the district council with attached opinions of councilors appointed for review
  • Preliminary review (standing committees)
  • Comprehensive review (Budget & Settlement Special Committee)
    • Check if the budget has been spent appropriately as the council had approved
  • Review, vote, approval (plenary session)
    • A settlement plan showing the revenue and expenditure for a given fiscal year must be approved by the council.
