Plenary Session
- Composition: All members of the council (22 including the Chairperson)
- Convening: Convened by attendance of 1/3 or more councilors
- Resolution: It is achieved by attendance of more than half of councilors with more than half of them agreeing (exception: for a resolution following a review of councilor's qualification, agreement from more than 2/3 of councilors is required)
- Public disclosure: Council meetings are normally open to public attendance. (exception: when more than 2/3 of councilors or the Chairperson decides to bar public attendance for the reasons of keeping public safety and order)
- Rule of continuous session: A legislative draft submitted during a session is not automatically discarded just because it wasn't passed (exception: when councilor's tenure is expired)
- Rule of double jeopardy: A legislative draft vetoed in a session cannot be proposed or submitted again in the same session.
Standing Committee
- Establishment and composition: By relevant ordinances, the council can establish a standing committee and staff it with councilors who have professional knowledge in the areas concerned for efficient review and handling of various legislative proposals.
- Request for convening: When requested by a committee Chairperson or 1/3 or more of councilors; when in the middle of closing session, by resolution from plenary session; when it is acknowledged to be necessary by the Chairperson; when it's requested by 1/3 or more of councilors or by the district mayor
- Standing committee: the Seongbuk-gu District Council is composed of 4 standing committees - Operation Committee, Health & Welfare Committee, City Construction Committee, Administration & Planning Committee
Special Committee
- Establishment and operation: A special committee is established and operated to deal with a specific issue for a limited period of time under a resolution reached in plenary session. Its period of existence can be extended with a resolution reached in plenary session.
